OWGP Launches £2 Million Manufacturing Facility Support Programme to Boost UK Offshore Wind Capacity

The Offshore Wind Growth Partnership (OWGP) has officially launched its 2025 Manufacturing Facility Support Programme (MFSP), opening applications for a new round of funding designed to bolster the UK’s offshore wind manufacturing capabilities.

With a £2 million funding pot available, the programme will offer grants of up to £500,000 per project. These grants are aimed at supporting early-stage, pre-investment activities that pave the way for substantial capital investments in UK-based manufacturing facilities serving the offshore wind sector.

The MFSP specifically targets businesses looking to build new or expand existing manufacturing operations that align with the strategic priorities set out in the Offshore Wind Industrial Growth Plan (IGP). To qualify, companies must be registered and operating within the UK.

Successful applicants will be expected to deliver tangible economic benefits, including:

  • A minimum of £5 million in capital investment within two years.
  • £5 million in annual revenue and the creation of at least 20 new UK jobs within five years.

Accelerating Final Investment Decisions

Tom Piper, OWGP Project Manager, highlighted the importance of the MFSP in supporting UK manufacturers and suppliers through crucial development phases.

MFSP is designed to support all development-phase work to accelerate final investment decisions in facilities,” said Tom Piper. “This targeted support enables UK manufacturers and suppliers to move forward with confidence and take decisive steps toward scaling up their operations, helping to strengthen the resilience and capability of our domestic supply chain.”

He added: “With clear expectations for job creation, revenue generation, and capital investment, MFSP supports the kind of sustainable industrial growth needed to meet our 2030 offshore wind targets and beyond.

Competitive Grant Funding

The funding will be awarded on a competitive basis, with grants provided to projects that demonstrate a clear and sustainable long-term business plan. Applications must detail their investment strategies, forecast market share, revenue projections, profitability, employment growth, and export potential.

The MFSP represents a vital opportunity for UK manufacturers to secure financial support that will not only accelerate their own growth but also contribute to the broader goals of enhancing the UK’s offshore wind supply chain capability and meeting national clean energy targets.
